Regulations on Student Status of Undergraduate International Students of HYIT

These regulations are hereby formulated in accordance with Regulations on the Administration of Students in Regular Higher Education Institutions (Order No.41 of the Ministry of Education of the Peoples Republic of China) and Administrative Measures For Recruiting And Training International Students(Order No.9 of the Ministry of Education of the Peoples Republic of China, the Ministry of Foreign Affairs of the Peoples Republic of China, and the Ministry of Public Security of the Peoples Republic of China) in light of the actual conditions of the institute, for the purpose of ensuring teaching quality, progressively improving the management of the credit system, enhancing the management of student status, activating the enthusiasm and initiative of students and promoting all-round moral, intellectual, physical and aesthetic education.

The undergraduate international students as referred to in these regulations are those foreign citizens with foreign passport who are registered in HYIT to receive regular course education.

Chapter 1 Enrollment and Registration

Article 1 According to Rules on International Students Enrollment in Chinese Colleges and Universities, new students admitted by the institute should come to handle enrollment procedures with admission notices and relevant certificates before the deadline specified in admission notices. Those who fail to do so due to reasonable reasons should ask for leave or for a grace period of not more than two weeks. Those who do not ask for the leave or fail to register before the end of the grace period without proper reasons such as force majeure will be considered to abandon the admission.

Article 2 New students shall pay relevant fees when registering, and handle relevant procedures within 30 days upon entering Chinese territory, such as getting Physical Examination Record of Aliens, applying for Residence Permit, handling medical insurance and so on. Those who fail to pay above-mentioned fees or handle above-mentioned procedures will be considered to abandon the admission. Those who are confirmed to carry entry-forbidden diseases by Chinese law shall be disqualified from admission.

Article 3 New students will be re-examined identities, high school transcript and diploma within three months after enrollment by the college. Only those who pass the re-examination are allowed to register and obtain student status. Those who failed in the re-examination will be dealt with by the college according to the conditions, and may be even disqualified from their admission. A student who is found to get registered by presenting fraudulent documents or using illegal ways will be dismissed immediately.

Article 4 At the beginning of each semester, having paid the tuition and fees, each student with student status of the college should register at School of International Education with the tuition and fees receipts, student ID card and Residence Permit. Those who do not pay their tuition and fees, or fail to meet other requirements of registration will not be allowed to register. Those who cannot register on time should handle procedures to defer the registration in advance.

Article 5 The length of undergraduate schooling is normally four years. Students can complete their study by stages. The flexible educational system of studying is six years (including the extension period, academic probation, and the suspension of schooling) Students who receive various kinds of Scholarship will pay the relevant fees of the period exceeding the stipulated length.

Chapter 2 Course Study

Article 6 Course Study

(1) Students should join in the courses and other curricular activities of the enrolled major as specified in the academic program (hereinafter referred to as courses) and receive the credits as prescribed in the academic program.

(2) The courses to be taken include compulsory ones and optional ones. Chinese and A General Introduction to China are compulsory courses for international students. The abstract for graduation thesis should be written both in Chinese and in English.

(3) Students who have strong capability of studying and communication in Chinese can apply for the same course provided in Chinese or bi-lingual. However, the procedures for taking the Chinese or bi-lingual course should be handled one semester before the course begins. The assessment method is the same as the course provided in Chinese.

Article 7 Learning the courses in advance

(1) Students who do not have failed any course may apply for learning the courses in advance with the approval of School of International Education

(2) Before the end of each semester, students should submit the application to School of International Education for examination and approval.

Article 8 Exemption from Courses

(1) Students who have completed the compulsory courses through self-study and affirmed that they have mastered the relevant knowledge and possessed the corresponding capacity to meet the course requirements of the syllabus, may apply for exemption from some courses on the basis that they have spare capacity and the cumulative grade point average of the previous semester is not less than 3.0, or that they have some special capabilities which are verified by School of International Education and approved by the instructor;

(2) Students who intend to seek such exemption should submit the Course Exemption Application Form and self-study materials (including coursework and exercises) or relevant level assessment certificate to the college at the beginning of the semester when registering. With the approval of School of International Education and the agreement of the instructors, the students shall participate in the assessment for exemption at the beginning of the semester;

(3) Students can be exempt from courses when the score of the assessment is up to 80 points. If the course contains practical aspects such as experiments, operations, and course designs, students must participate in the practical activities and achieve the grade before they obtain the credits of the course;

(4) The actual scores of the assessment will be recorded as the results of the exempt course and the word exemption should be added in the results file. For the corresponding relations between the scores and the grade point see the Appendix;

(5) Courses exemption can only be applied for once per semester and a student can apply for not more than three courses at one time;

(6) Practical activities in the courses cannot be exempted, such as physical education, experiments, course designs, graduation designs (theses), teaching practice, and production practice;

(7) The re-taken courses cannot be exempted.

Article 9 Non-Compulsory Class Attendance

(1) Students who have the ability to study independently and whose average scholastic attainments reach 3.5 can apply for the non-compulsory class attendance permit and submit the application form. They may be allowed to skip the class or attend the class irregularly upon the agreement of the instructor and the approval of School of International Education; however, they are expected to carry out all assigned work and practical activities, and take the assessment designated by the instructor;

(2) Physical education cannot be applied for the non-compulsory class attendance.

Article 10 Re-taking the Courses

(1) Students who failed in the make-up examinations of compulsory courses should re-take the courses. Those who failed in the make-up examinations of the optional courses may re-take the courses or take other courses;

(2) Students should apply for re-taking the courses at the beginning of each semester and fill in Courses Re-taking Application Form with the indication of the way of class attendance. When the class time of a re-taken course conflicts with other courses, the student may be allowed to skip some classes of the re-taken course upon the approval of School of International Education and the agreement of the instructor. However, the student is expected to complete all assigned work and practical activities, and to take the assessment designated by the instructor;

(3) Each course cannot be re-taken more than 3 times (except the students with an extension of the duration of study)

(4) Scores of the same course re-taken are all recorded in the results file;

(5) Make-up examination is not arranged for a failed re-taken course;

(6) The total number of credits of a student who has retaken course(s) cannot be more than 32 in each semester.

Article 11 Credit rewards

(1) Students are encouraged to launch scientific research and innovative activities. If the achievement in scientific research or invention comes into practical use and brings economic and social benefits, or students obtain a patent, or win a prize in kinds of contests, or publish academic theses in journals or on academic meetings, students will be granted credit rewards according to principles after the application of students is approved by School of International Education and the college. The rewarded credits can replace the credits of the public optional courses;

(2) Students are encouraged to actively participate in scientific and technical activities on and off the campus. Students who make achievements in cultural, sporting, arts and scientific activities can be granted credit rewards after the achievements are recognized by the college. The rewarded credits can replace the corresponding credits of practical activities, such as curriculum design.

Specific according to the general undergraduate students related documents.

Chapter 3 Assessment and Academic Record

Article 12 Students shall be assessed of the courses taken in the semester. Those who pass the assessments can obtain the credits. The results of the assessments shall be kept in results files. Results files include the process results file and the graduation results file. The process results file records the scores of all the courses taken by students and the graduation results file records the highest grading of every course.

Article 13 Types of Assessment

(1) There are two types of assessment, i.e. examination and pass/fail performance assessment, which are prescribed in the academic program;

(2) Course study quality is evaluated by grade points and weight points of the course. The cumulative GPA (grade point average) is to evaluate the learning process and the overall performance. For the calculation methods see the Appendix.

Article 14 Results of assessment

(1) The results of assessment are graded by the percentage system and the five-grade system (excellent, good, satisfactory, pass, fail), and in principle, examinations adopt the percentage system and performance assessment adopts the five-grade system;

(2) The final results of the course are composed of the score of the final assessment and the grades of the ordinary assessment. A written examination is the usual form of assessment, but interviews, oral tests, presentations, oral defenses, operations, theses and course reports can also be adopted. The grades of the ordinary assessment are based on assigned works, tests, mid-term tests, experiments, queries, attendance records and so on. At the beginning of the course, the instructor is to declare the proportion of the ordinary assessment in the final results, and in principle, they often take 30-40%; but the instructor can make adjustments in the proportion of the ordinary assessment, which is up to 50% to the maximum;

(3) According to the detailed regulations of HYIT, results of physical education course shall be assessed in accordance with attendance, in-class study and out-of-class exercise. For the assessment of other special courses see the relevant regulations.

Article 15 Students qualification for assessment

(1) Before assessment, the instructor is to examine students’ qualification for assessment and announce the name list of the disqualified students and hand in the name list to School of International Education for the record;

(2) Students will be disqualified from the assessment in one of the following situations:

a. The number of unexcused absences is up to one third or more;

b. Those who fail to hand in one third or more of the course assignments (coursework one week overdue according to the given time is regarded as failure in handing in);

c. Those who are absent from the experiments without proper reasons or whose results of experiments do not meet the requirements;

d. Those who are absent from the field trip, course designs and graduation designs for more than one fourth of the whole process.

(3) Students who are disqualified from the assessment will get a zero grade and not be allowed to take the make-up examination.

Article 16 Deferment of the Assessment

(1) Students are not allowed to defer the assessment in principle. However, students may apply for deferment of assessment with the application form on the ground of participating in arranged activities of the college, family emergency or serious illness. All applications must be supported by appropriate documents confirming the ground on which the application is based. Upon the approval of School of International Education, the deferment of assessment can be allowed after the notice is given to the instructor;

(2) Deferment of assessment is not to be arranged for the re-taken course(s);

(3) A deferred assessment is to take place with a make-up assessment if there is one;

(4) Students who fail to pass the deferred assessment will be forbidden to take a make-up examination.

Article 17 Absence from the assessment

(1) Missing the assessment without approved deferment is regarded as unexcused absence from the assessment;

(2) Students who have missed the assessment will get a zero grade and not be allowed to take the make-up examination.

Article 18 Make-Up Examinations

(1) Make-up examinations are not arranged for the students who failed in the assessment of practical activities. Those who failed in other courses can take the make-up examinations arranged by the university;

(2) School of International Education arranges the make-up examinations of the last semester within two weeks at the beginning of the new semester. A make-up examination arranged by the instructors themselves is ineffective. There are no make-up examinations for the one who missed make-up examination;

(3) According to the make-up exam test records.

Article 19 Release and enquiry of results

(1) The results of the assessment are released by the university and will not be given out directly to students by instructors. Students can get the results through Internet;

(2) Students who do have doubt about the results of the examination may submit a papers review application to School of International Education. After approval by School of International Education, the organization of experts for verification. Checking on final examinations can be handled in the first three weeks of the next semester. The application will not be accepted at any other time.

Article 20 Punishment for violating the examination regulations

Cheating or violating the examination regulations will lead to invalid results of the course and bring a zero grade. The offender will be subject to corresponding disciplinary punishment according to HYIT Discipline and Punishment Criterion for International Students. In the process results file, the corresponding column will be marked with the word(s) cheating or violating the regulations. The offender who behaves well afterwards will be given a chance to re-take the course.


Chapter 4 Suspension and Resuming of Schooling

Article 21 Students can suspend schooling for some reasons.

(1) Students who have been diagnosed as ill by hospital and will need treatment and rest for a period of more than one third of the semester and whose diagnosis has been confirmed by the university hospital should go through the procedures for suspending of schooling. The suspension application is forbidden in the first semester. Those who cannot begin the study because of illness can handle the procedures to maintain the admission qualification according to Article 2;

(2) School of International Education is responsible for the procedures for suspension;

(3) The maximum period of suspension is one year per chance. The student status will be maintained. During the period of suspension, the students will not be entitled to the treatment of students on campus;

(4) Students who have been through with the procedures for suspension should leave the university for the medical treatment.

Article 22 Resumption of study upon the expiration of suspension of schooling

(1) Students of suspended or stopped schooling shall apply to School of International Education for resumption of the study with related certificates one month before the expiration; if the student cannot resume schooling upon the expiration of suspension or stopping of schooling, he/she can apply for extension, which cannot be more than one year;

(2) When resuming schooling, the students should present a report on the main activities in the period of suspension and physical examination record. Students who suspended schooling for illness should submit certificates issued by the hospital proving their health before going through the procedures of the resuming of schooling after a physical re-examination by the college hospital;

(3) Those commit a serious error or violate the criminal law in the period of suspension are subject to corresponding punishment according to HYIT Discipline and Punishment Criterion for International Students;

(4) In case the current major stops enrolling new students in the next academic year, students resuming schooling will be transferred to some related major.

Chapter 5 Change Major or Transfer to Other Higher Education Institutions

Article 23 Generally, students should complete the study in the major that they have enrolled. However, students can change the major after the procedures of application, permission of School of International Education and approval of the college.

(1) Each student can change the major only once;

(2) The scope of intended majors is in the majors which enroll international students. Students who have strong capability of studying and Chinese communication can apply to be transferred to other related majors;

(3) Major change is handled only once in one academic year, and the application is accepted in April and May every year;

(4) After submitting the major change application, if the student wants to rescind it, he/she should report the intention to School of International Education before the major change assessment. Applications of rescission will not be handled beyond the time limit;

(5) After the major change, student should complete the courses of the new major according to the academic program. Credits previously earned are applicable to the new major;

(6) The accepting college determines the transferred grade and the supplementary compulsory courses according to the academic program of the new major and the specific case of the student;

Article 24 Students are not allowed to change the major in one of the following circumstances:

(1) Having been transferred from another higher education institution;

(2) Having been punished with a serious warning or above in the university;

(3) Being a sophomorejunior or senior student ;

(4) Being in the period of suspension of schooling.

Article 25 Students who have applied for transfer can handle the procedures upon permission from both higher education institutions. International students transferring to another city must first go to the entry-exit department of the local public security bureau to apply for a move-out formality, and within ten days go to the entry-exit department of the public security bureau of the target city to go through a move-in formality.

Chapter 6 Early Academic Warning and Extending the Duration of Study

Article 26 The academic program prescribes the minimum accumulated credits of the grade. After the make-up examinations, the difference between the obtained credits and the prescribed minimum accumulated credits of the grade is credit difference, which is an important basis to deal with student status.

Article 27 Students whose credits amount to less than 60% credits in that very academic year will be given the early academic warning.

Article 28 Students should into the next grade in one of the following circumstances:

(1) Having been given a serious academic warning in the academic year;

(2) At the end of the fourth year, those who have failed to meet the requirements of the total credits designated in the academic program and whose credits difference is equal to or more than 20% credits.

Article 29 Procedures for extending the duration of study

(1) Students should apply for extending the duration of study in September every year and fill in the Extension of Duration of Study Application Form; students who are in the graduating year can apply for extending the duration of study within one week after the release of the results of graduation design (thesis);

(2) Upon approval of School of International Education, students who are allowed to extend the duration of study will be transferred to the next grade and work out study plans under the guide of their supervisors.

Article 30 Upon the expiration of the extension of duration of study, students will be assessed according to personal study plan. If the obtained credits are up to 80% of the credit difference, the students are regarded as passing the assessment of the current academic year; otherwise, they fail in the assessment.

Chapter 7 Withdrawal

Article 31 Students will withdraw from schooling or be ordered to quit school in one of the following circumstances:

(1) Failing to handle Residence Permit before deadline or failing to register 2 weeks after the specified deadline without proper reasons;

(2) Being incapable of continuing the study in the university due to illness or accidental disabilities diagnosed by the hospital appointed by the college;

(3) Those whose admission qualifications maintained or those on suspension, failed to apply for the resuming of schooling two weeks after the expiration of specified period of time without proper reasons or failed the re-examination after the application for the resuming of schooling;

(4) Having being absent without asking for a leave or without approval and failing to take part in the required curricular activities for two weeks;

(5) Failing to complete the study in the flexible educational system;

(6) Those whose credits difference is more than 70% credits in the academic year;

(7) Given the academic warning at a third time;

(8) Being voluntary to withdraw from the institute.

Article 32 Academic probation

(1) After the application of students and approval of School of International Education, students who are eligible for Article 33, Section (6) may be given a chance of academic probation. Application of academic probation is only once during studying;

(2) The length of period of academic probation is one year. Students should work out personal study plan and take the courses according to the plan upon the approval of School of International Education

(3) Students will be assessed upon the expiration of the academic probation. The requirement of assessment is the same as Article 32. The qualified students will be arranged in the corresponding grade; but the failed one will be ordered to quit school.

Article 33 Decision of withdrawal and delivery

(1) Decision of withdrawal is drawn up by School of International Education and will be issued after approved by a working meeting of the council of presidents;

(2) School of International Education will deliver the decisions of withdrawals to the students within 10 working days after the decisions issue and require the student to file the receipt of decision. The date on which a student files on the receipt of decision is regarded as the delivering date;

(3) If there is difficulty in direct delivery, the university will publicize the decisions on the bulletin board on campus and it is regarded as having been delivered 60 days after the date of publicizing the notification.

Article 34 Students who will withdraw from the university should handle the procedures according to the following regulations:

(1) Students should complete the procedures to leave within one week after the delivery of decision, return related certificates issued by the university, such as student ID card, campus card and so on and receive transcript and Certificate of Partial Completion of the Study;

(2) If the students fail to handle the procedures in the prescribed period, School of International Education will handle the procedures for them;

(3) The university will report the decision of withdrawal to the entry-exit department of the local public security bureau and the China Scholarship Council, and send a written notification to the concerned embassy and consulate in China.

Article 35 Students who are not satisfied with the decisions of withdrawal may appeal to authority according to Regulations on Appeals of International Students of HYIT.

Chapter 8 Graduation, Completion and Partial Completion of the Study

Article 36 Graduation

(1) Students who have obtained the credits prescribed in the academic program within a specified time and met the standards of graduation with respect to moral, intellectual, physical and aesthetic education will be allowed to graduate and will receive Graduation Certificates. Students who meet the qualifications for bachelor’s degrees will be granted Degree Certificates. University provides English version of the above-mentioned certificates;

(2) Students who have studied on campus for less than 4 years and have met the standards of graduation will be allowed to graduate earlier upon the verification of School of International Education, and the ratification of the president;

(3) Procedures of graduation are generally handled at the end of a semester. Electronic registration information of the graduates will be reported to the China Scholarship Council after the Graduation Certificates are granted.

Article 37 Completion of the Study

(1) Students who fail to obtain the credits prescribed in the academic programmer within the specified term, and whose credits amount to 80% of the prescribed credits, will be allowed to wind up their study and will be granted the Certificates of Completion of the Study;

(2) The students, after finishing the term of study, should handle the procedures of leaving;

(3) After finishing the term of study, if the students handle the visa and Residence Permit with the certificates provides by the university and obtain the credit difference lacking according to the academic program after re-taking the course(s) or assessment(s) within elastic learning time, they can apply for an exchange of Certificates of Completion of the Study for Certificates of Graduation. The date of the exchange will be taken as the graduation date;

(4) During the period of re-taking the course(s) or assessment, violating the regulations of residence permit or regulations of the university or cheating in re-taking the course(s) or assessment, the students will be disqualified from the exchange of the certificates.

Article 38 Incompletion or Partial Completion of the Study

(1) Students who withdraw from school after completing one years study or more will be allowed to leave with partial completion. They should handle the procedures for leaving the university and will be issued Certificates of Partial Completion of the Study.

(2) It is not allowed for the unqualified student to exchange Certificates of Partial Completion of the Study for Certificates of Graduation or Certificates of Completion of the Study.

Article 39 The university shall issue corresponding testimonials to the students whose certificates of graduation, certificates of completion of the study, certificates of partial completion of the study or certificates of degree have been lost or damaged, upon their application and after verification. Such testimonials and the original certificates are equally authentic.

Chapter 9 Discipline and Rewards

Article 40 Discipline

(1) Students are required to complete the procedures of admission and registration at School of International Education, according to the official dates announced in every semester, and their attendance will be recorded from the first day of the semester. Students studying on campus should not leave Huaian without permission;

(2) Students should adhere to Behavior Norms of HYIT and other regulations, and attend curricular activities of the university on time. Those who cannot attend for proper reasons should ask for leave in advance. According to Discipline and Punishment Criterion for Students Abroad of HYIT, those absent without asking for leave or approval and those leaving the campus without asking for permission on holidays or returning late will be treated as cases of inexcusable absence or truancy;

(3) Students studying on campus shall handle the procedures for leave in advance in special cases of necessity. An application for leave no longer than 1 day can be approved by the administrators of student affairs and should be reported to School of International Education for the record; an application for leave longer than 1 day should be approved by the dean of the office. An approval is invalid if unauthorized. Upon approval, students should submit the note of ratification to the instructor in person or ask others to submit the note of ratification to the instructor;

(4) Students whose leaves add up to more than one month in one semester are regarded as suspending schooling and should handle the procedures for suspension for one semester;

(5) Students take the Chinese legal holidays and summer and winter vacations; in case of leaving Huai’an during the holidays, students should report to School of International Education for the record;

(6) Students who participate in the teaching internship and social practice should observe relevant foreign affairs regulations.

Article 41 Student should abide by Regulations on International Students Examination of HYIT. Those violating the exam regulations or cheating during examinations will be punished according to Punishments on International Students Violation of Regulations of HYIT.

Article 42 The institute shall grant rewards accordingly to the students who achieve all-round development of morality, intelligence, physique and aesthetics, or who make achievements in morality, academic results, scientific and technical creation and innovation, academic contests, athletic matches and social services. Reward records will be kept in the students files.

Chapter 10 Supplementary Provisions

Article 43 These regulations shall come into effect since 2016, and School of International Education is entitled by the college to give interpretations of details.
