为切实保证和提高我校硕士专业学位留学研究生培养和学位授予质量，根据《关于转发教育部等部门提升高等学校专利质量和规范高等学校SCI论文相关指标使用若干意见的通知》（苏教科函〔2020〕2号）精神，结合我校来华留学研究生实际情况，现对我校来华留学研究生申请硕士专业学位学术成果提出基本规定，各二级培养学院可在此基础上制定细则，报国际教育学院和研究生处备案。
In order to effectively ensure and improve the quality of postgraduate training and degree awarding of master's degrees in our university, in accordance with the spirit of the Notice on Forwarding Several Opinions of the Ministry of Education and Other Departments on Improving the Patent Quality of Colleges and Universities and Standardizing the Use of Relevant Indicators of SCI Papers in Colleges and Universities (Su Education Ke Han [2020] No. 2), combined with the actual situation of postgraduate students studying in China, the basic provisions are now put forward for the academic achievements of our postgraduate students studying in China to apply for master's professional degrees, and each secondary training college can formulate detailed rules on this basis. Report to the School of International Education and the Office of Graduate Studies for the record.
一、学术成果类型、积分要求
来华留学研究生申请硕士专业学位须满足《淮阴工学院来华留学研究生硕士专业学位授予工作细则》，在读期间至少获得成果积分4分方可申请硕士专业学位；对于表现优异，获得学术成果积分达15分及以上的国际研究生准予提前半年申请硕士专业学位，获得学术成果积分达30分及以上的国际研究生准予提前一年申请硕士专业学位，符合毕业条件的可办理毕业手续。成果积分包括科研积分与学科竞赛积分。
1. 科研积分要求如下：
申请硕士专业学位研究生科研积分认定标准参照淮阴工学院研究生科研积分标准（表1）中关于学术论文、专利、专著、标准、科研项目、艺术设计作品科研积分认定标准执行。科研积分认定具体要求如下：
（1）鼓励A-E类高水平科研成果产出；F类成果及其他我校认可的科研成果认定科研积分需达到我校为第一署名单位，导师或者研究生本人为第一作者，双导师署名情况下研究生与导师分别署名为前三的要求。
（2）专利类成果状态为公开、申请阶段的分别依同级同类的60%、30%计算科研积分。
（3）作为主要成员出版专著1部，作者排名第一、第二、第三、第四、第五分别按照100%、60%、30%、20%、10%计算科研积分。
（4）各类科研成果，有排名的计分方法为：个人得分=成果总分值*1/2n-1（n为排名位次，共同第一亦按照排序计数）；排名不分先后的：个人得分=成果总分值*（1/总人数）；科研成果当年仅限于一人使用，不重复积分。
（5）科研成果署名单位，如我校为第二、第三、第四、第五完成单位的（以批文为准），分别依同级同类的70%、50%、40%、30%计算科研积分。
（6）A-F类科研成果（论文）认定，参照最新《淮阴工学院教学科研论文认定办法》执行。
2. 学科竞赛积分认定标准如下：
（1）淮阴工学院研究生学科竞赛积分认定标准参考表2执行。
（2）A1-A3类竞赛认定参照最新《淮阴工学院A类学科竞赛目录》执行。各类学科竞赛获奖等成果，有排名的计分方法为：个人得分=成果总分值*1/2n-1（n为排名位次，共同第一亦按照排序计数）；排名不分先后的：个人得分=成果总分值*（1/总人数）。
I. Types of academic achievements and point requirements
Graduate students studying in China must meet the "Huaiyin Institute of Technology Detailed Rules for the Awarding of Master's Professional Degrees for Postgraduate Students Studying in China", and obtain at least 4 achievement points during the study period before they can apply for a master's degree; For international graduate students with excellent performance and academic achievement points of 15 points or more, they are allowed to apply for a master's degree half a year in advance, and international graduate students with academic achievement points of 30 points or more are allowed to apply for a master's degree one year in advance. Achievement points include scientific research points and discipline competition points.
1. The research credit requirements are as follows:
The criteria for the recognition of scientific research points for postgraduate students applying for master's professional degrees shall be implemented in accordance with the standards for the recognition of scientific research points for academic papers, patents, monographs, standards, scientific research projects, and art and design works in the Huaiyin Institute of Technology Postgraduate Research Points Standards (Table 1). The specific requirements for the recognition of scientific research points are as follows:
(1) Encourage the output of high-level scientific research achievements in A-E; Category F achievements and other scientific research achievements recognized by our university must meet the requirements that our university is the first signing unit, the supervisor or graduate student himself is the first author, and the graduate student and the supervisor are signed as the top three respectively in the case of double supervisor signature.
(2) If the status of patent achievements is publication and application stage, scientific research points shall be calculated according to 60% and 30% of the same level respectively.
(3) As the main member published 1 monograph, the author ranked first, second, third, fourth and fifth respectively according to 100%, 60%, 30%, 20% and 10% of the scientific research points are calculated.
(4) For all kinds of scientific research achievements, the scoring method with ranking is: individual score = total score of achievements * 1/2n-1 (n is the ranking number, and the common first is also counted according to the order); In no particular order: individual score = total achievement value * (1/total number of people); Scientific research results are limited to one person in the year, and points are not repeated.
(5) If the unit that signs the scientific research achievements, if our university is the second, third, fourth and fifth completion units (subject to the approval), the scientific research points are calculated according to 70%, 50%, 40% and 30% of the same level respectively.
(6) The identification of A-F scientific research achievements (papers) shall be implemented in accordance with the latest "Measures for the Identification of Teaching and Scientific Research Papers of Huaiyin Institute of Technology".
2. The criteria for determining the points of the discipline competition are as follows:
(1) Huaiyin Institute of Technology Postgraduate Discipline Competition Points Recognition Standard Reference Table 2 is implemented.
(2) The identification of A1-A3 competitions shall be carried out in accordance with the latest "Huaiyin Institute of Technology A-class Discipline Competition Catalog". The scoring method for winning awards in various discipline competitions and other achievements is as follows: individual score = total score of achievements * 1/2n-1 (n is the ranking number, and the common first is also counted according to the order); In no particular order: Individual score = total achievement value * (1/total number of people).
二、学术成果的具体说明
申请人用于申请硕士专业学位的成果均为读研期间取得的成果，且原则上与学位论文内容相关。
1. 来华留学研究生申请的专利以淮阴工学院为专利权单位，研究生排名前二。
2. 来华留学研究生在省级及以上学科竞赛上获奖，研究生排名要求为一等奖团队成员、二等奖须排名前三、三等奖须排名第一。
3. 来华留学研究生发表科研成果署名要求：成果署名中前两名有导师团队成员，研究生排名前三，淮阴工学院为第一署名单位。
4. 来华留学研究生出版的专著作者排名须前五。
5. 来华留学研究生成果积分中须有一定的科研积分。
6. 双导师是指我校中外合作联合培养国际硕士研究生项目所涉及的淮阴工学院校内导师与硕士研究生校外外籍导师（校外是指国外高水平高校和科研院所）。
II. Specific description of academic achievements
The results used by the applicant to apply for a master's degree are all obtained during the postgraduate study and are in principle related to the content of the dissertation.
1. The patent applied for by graduate students studying in China is based on Huaiyin Institute of Technology, and graduate students rank the top two.
2. Graduate students studying in China have won awards in provincial and above discipline competitions, and the graduate student ranking requirements are required to be the first prize team members, the second prize must be ranked in the top three, and the third prize must be ranked first.
3. Signature requirements for graduate students studying in China to publish scientific research results: the top two members of the results are supervisor team members, the top three graduate students are ranked, and Huaiyin Institute of Technology is the first signing unit.
4. The number of monographs published by graduate students studying in China must be in the top five.
5. There must be a certain number of scientific research points in the points for postgraduate achievements in studying in China.
6. Dual tutors refer to the on-campus tutors of Huaiyin Institute of Technology and the off-campus foreign tutors of master's students involved in the Sino-foreign cooperation and joint training of international master's students of our university (off-campus refers to foreign high-level universities and research institutes).
三、学术成果认定方式与程序
来华留学研究生在申请硕士学位前必须取得符合要求的成果，并在提出学位申请的同时提交成果的相关材料。各相关学院对研究生取得的成果进行审查，汇总审查结果并报研究生处。研究生处对各学院的审查结果进行复审，对符合要求的研究生批准其学位申请。
3. Methods and procedures for identifying academic achievements
Graduate students studying in China must obtain the required results before applying for a master's degree, and submit relevant materials for the results at the same time as submitting the degree application. The results achieved by graduate students are reviewed by the relevant faculties, and the results are summarized and reported to the Office of Graduate Studies. The Office of Graduate Studies reviews the results of the faculty's review and approves degree applications for graduate students who meet the requirements.
四、本规定自2022级研究生开始施行，由研究生处和国际教育学院负责解释。
