为贯彻落实我国在十四五期间共建“一带一路”高质量发展的重要部署，推进我校高水平国际合作与交流，着力构建“创新开放、合作共赢”的来华留学生教育共同体，探索多样化国际人才培养模式，根据《中华人民共和国学位条例》《中华人民共和国学位条例暂行实施办法》，教育部、外交部、公安部《学校招收和培养国际学生管理办法》（教育部、外交部、公安部第42号令），教育部《来华留学生高等教育质量规范（试行）》（教外〔2018〕50号）等文件规定，结合学校研究生教育国际化工作的具体情况，特制定本实施方案。

In order to implement the important deployment of China's high-quality development of the "Belt and Road" during the 14th Five-Year Plan period, promote high-level international cooperation and exchanges in our university, strive to build an educational community of "innovation, openness, win-win cooperation" for international students in China, and explore diversified training models for studying in China, in accordance with the Regulations of the People's Republic of China on Academic Degrees, the Interim Implementation Measures of the Regulations of the People's Republic of China on Academic Degrees, the Measures for the Administration of Recruiting and Cultivating International Students by Schools, and the Quality Standards for Higher Education for International Students in China (Trial) Huaiyin Institute of Technology Detailed Rules for the Awarding of Postgraduate Master's Degrees in China and other documents, combined with the specific situation of the internationalization of postgraduate education in our university, this implementation plan is specially formulated.

第一章  总则

Chapter I General Provisions

第一条 中外合作联合培养国际硕士研究生项目是指学校联合国外高校或科研院所（以下简称“国外联合培养单位”）共同培养国际硕士研究生的项目，学生在我校学习1年，在国外联合培养单位学习1～2年。通过联合培养，与国外联合培养单位形成教育资源优势互补，共同培养高层次、高水平、适应我国开放型经济高质量发展和“一带一路”交汇点建设需要的知华友华国际人才。

Article 1: Through joint training, while drawing on foreign high-quality educational resources, we will export China's higher education philosophy, complement each other's advantages with cooperative universities, and cultivate high-level, high-level, internationalized international talents who meet the needs of China's open economic high-quality development and the construction of the "Belt and Road" intersection.

第二条 国外联合培养单位一般为已经与学校签订友好协议或由我校教师推荐的国外高校和科研院所，优先选择QS世界排名前500名或在本国前20名的高校和科研院所。

Article 2 Foreign joint training units are generally universities and research institutes that have signed friendly agreements with our university or are recommended by our teachers, and priority is given to universities and scientific research institutes that rank among the top 500 in the world or in the top 20 in their own countries by QS rankings.

第二章  培养模式

Chapter II: Cultivation Models

第三条 学校和国外联合培养单位建立导师团队，对入选联合培养计划的国际硕士研究生，采取“联合指导、联合授课；联合考核、联合奖助；联合管理、联合共建”的联合培养模式。

Article 3 Huaiyin Institute of Technology and the joint training unit shall adopt "joint guidance and joint teaching" for international graduate students selected for the joint training plan; joint assessment, joint scholarships; joint management, joint construction" joint training model.

第四条 实行第一导师负责制。学校聘请具有硕士研究生导师资格的教师担任第一导师，第一导师全面负责本项目国际硕士研究生的培养全过程；经第一导师或二级学院推荐，学校聘请国外高校教师为我校硕士生导师，指导国际硕士研究生在国外的科研工作；聘请国内外具有丰富实践经验的专家为企业导师，指导国际硕士研究生的专业实践。参与本项目的国外硕士生导师和企业导师，应符合学校的聘用条件并签署聘用协议，导师聘用方式原则上属于柔性引进。

Article 4: The first mentor responsibility system is implemented. The school hires teachers with the qualification of master's supervisors as the first tutor, and the first tutor is fully responsible for the whole process of training international master's students in this project; Upon the recommendation of the first tutor or the second-level college, the school hires teachers from foreign universities as our master's tutors to guide the scientific research of international master's students abroad; Experts with rich practical experience at home and abroad are hired as corporate mentors to guide the professional practice of international master's students. Foreign master's tutors and enterprise tutors participating in this project should meet the employment conditions of the school and sign an employment agreement, and the tutor employment method is in principle flexible introduction.

第五条 国外硕士研究生导师需指导国际硕士研究生在国外开展科研工作。国外硕士研究生导师指导学生以学生为第一作者发表高水平论文，且自己为第一通讯作者，我校为第一署名单位和第一通讯单位，可根据淮阴工学院科研成果奖励办法申请奖励；学校可根据需要聘请国外硕士生导师开展教学工作。科研奖励和授课课时费按年度从人才引进专项经费列支。

Article 5 Supervisors of foreign master's degree students shall guide international master's students to carry out scientific research abroad. Foreign master's supervisors guide students to publish high-level papers with students as the first author, and they themselves are the first corresponding authors, and our university is the first signing unit and the first communication unit, and can apply for awards according to the Huaiyin Institute of Technology Scientific Research Achievement Award Measures; The school can hire foreign master's tutors to carry out teaching work as needed. Scientific research awards and teaching hours are paid annually from the special fund for talent introduction.

第六条 参与本项目的国际硕士研究生原则上第一学年在我校校内进行理论课程学习和研究工作，第二、三学年在国外联合培养单位开展相应研究工作；如遇特殊情况，经第一导师和培养学院同意，可以根据实际需要安排来华学习时间，来华学习时间一般为1年。

Article 6 In principle, international master's students participating in this program will study and research theoretical courses in our university in the first academic year, and carry out corresponding research work in foreign joint training units in the second and third academic years; In case of special circumstances, with the consent of the first tutor and the training college, the study time in China can be arranged according to actual needs, and the study time in China is generally 1 year.

第三章  招生与入境

Chapter III: Enrollment and Entry

第七条 本项目申请人须由第一导师推荐，填写《淮阴工学院研究生导师接收外国留学生意向表》，通过在线申请平台提交申请材料。申请要求、录取条件、相关费用等参照学校当年来华留学硕士研究生招生简章执行。

Article 7 Applicants for this program must be recommended by the first supervisor, fill in the "Huaiyin Institute of Technology Graduate Tutor Acceptance of Foreign Students Intention Form", and submit application materials through the online application platform. The application requirements, admission conditions, related fees, etc. shall be implemented in accordance with the school's admission brochure for master's students studying in China in the current year.

第八条 国际教育学院对学生申请材料进行初审，各二级学院组织专家组对通过初审的申请者在学科背景、科研能力、语言能力等方面进行考核，国际教育学院负责将考核通过者的信息上传至全国来华留学信息平台进行审核，系统审核通过后由国际教育学院负责发放录取通知书，协助其办理签证等相关手续。

Article 8 The School of International Education shall conduct a preliminary review of the student's application materials, and each second-level college shall organize an expert group to assess the applicants who have passed the preliminary examination in terms of subject background, scientific research ability, language ability, etc., and the School of International Education shall be responsible for uploading the information of those who pass the assessment to the national information platform for studying in China for review, and after the system review is passed, the School of International Education shall be responsible for issuing admission notices and assisting them in handling visa and other relevant procedures.

第四章  学籍管理

Chapter IV: Management of Student Status

第九条 本项目国际硕士研究生必须在被录取的第一年在我校注册，按相应专业培养方案的要求，参加培养计划规定的课程、实践环节、论文答辩和学术活动等教育教学环节的考核，来华一年学习期间的学籍管理参照《淮阴工学院来华留学研究生学籍管理规定（试行）》（淮工外〔2022〕149号）执行。

Article 9 International master's students of this program must register with our university in the first year of admission, and participate in the assessment of education and teaching links such as courses, practical links, thesis defense and academic activities stipulated in the training plan according to the requirements of the corresponding professional training plan, and the management of student status during the one-year study period in China shall be implemented in accordance with the "The Student Status Regulations of International Postgraduates at Huaiyin Institute of Technology (Trial)" (Huaigongwai [2022] No. 149).

第十条 本项目国际硕士研究生原则上不允许转专业和更换导师，因不可抗原因导致必须转专业和更换导师的，由国际硕士研究生本人申请，经转出学院及导师同意，同时征得拟转入导师及其所在专业学院同意，报国际教育学院审批，研究生处备案，并及时在相关管理及注册系统中更新信息。转专业只能在同一学科或相关专业内进行。二年级及以上或延期的国际硕士研究生不得申请转专业。

Article 10 In principle, international master's students of this program are not allowed to change majors and change supervisors, and if it is necessary to change majors and change supervisors due to force majeure, the international master's students themselves shall apply, with the consent of the transfer out of the school and the supervisor, and at the same time obtain the consent of the proposed transfer to the supervisor and the professional college where they are located, report to the School of International Education for approval, record with the graduate office, and update the information in the relevant management and registration system in a timely manner. Majors can only be changed within the same discipline or related major. International master's students in their second year or above or postponed are not allowed to apply for a change of major.

第十一条 国际硕士研究生应在毕业前修完培养方案中所规定的课程并取得相应的学分。鉴于本项目国际硕士研究生第二、三学年不在中国境内，需要重修或补考的课程可申请采用线上授课和线上考试的方式进行。

Article 11 International master's degree students shall complete the courses specified in the training program and obtain the corresponding credits before graduation. Since the second and third academic years of this program are not in China, courses that need to be retaken or retaken can apply for online teaching and online examination.

第十二条 本项目实行弹性学制，一般为3年，学习年限为2～5年（包括休学、保留学籍、延长期）。申请提前答辩或延期毕业者，由本人提出申请，第一导师与二级学院签署意见，报国际教育学院和研究生处审核后送分管研究生工作的校领导批准，具体要求参考《淮阴工学院来华留学研究生学籍管理规定（试行）》（淮工外〔2022〕149号）。

Article 12 This program implements a flexible academic system, generally 3 years, and the study period is 2~5 years (including suspension, retention of student status, and extension period). Those who apply for early defense or postponement of graduation shall apply in person, sign an opinion between the first supervisor and the second-level college, submit it to the School of International Education and the Office of Graduate Studies for review, and then send it to the university leader in charge of graduate work for approval, and refer to the "The Student Status Regulations of International Postgraduates at Huaiyin Institute of Technology (Trial)" (Huaigongwai [2022] No. 149).

第五章  奖学金与校内日常管理

Chapter V: Scholarships and Daily Management on the University

第十三条 本项目国际硕士研究生来华一年学习期间，享受学校来华留学生A类奖学金待遇。在国外两年科研期间，享受B类奖学金待遇。奖学金发放标准及内容如下：

奖学金的申请、评定、减扣、中止和取消程序以及经费管理等工作，参照《淮阴工学院来华留学生新生奖学金管理办法》（淮工外〔2022〕28号）和《淮阴工学院优秀来华留学生奖学金管理办法》（淮工外〔2022〕47号）执行。本项目国际硕士研究生奖学金评定独立实施，不影响项目外国际硕士研究生奖学金的评定比例。

Article 13 During the one-year study in China, international graduate students of this program will enjoy the treatment of Class A scholarship for international students from Huaiyin Institute of Technology. During the two years of scientific research abroad, enjoy the treatment of B scholarship. The scholarship criteria are as follows:

For the specific application and evaluation procedures of the scholarship, deduction, suspension and cancellation, and fund management, please refer to the Administrative Measures for the Scholarship for International Students from Huaiyin Institute of Technology (Huaigongwai [2022] No. 28) and Huaiyin Institute of Technology Measures for the Scholarship Selection of International Students (Revised) (Huaigongwai [2022] No. 47). The selection of international graduate scholarships in this program is carried out independently of other graduate students, and does not affect the selection ratio of other graduate A scholarships.

第十四条 在来华一年学习期间，学校为国际硕士研究生提供一定数量的校内宿舍，按“先到先得”原则进行分配。申请在校内住宿的国际硕士研究生应遵守《淮阴工学院来华留学生校内住宿管理规定》；如申请在校外居住，应当及时到居住地公安部门办理登记手续，并在国际教育学院备案。

Article 14 During the first year of study, our university provides a certain number of on-campus dormitories for international graduate students, which are allocated on a "first-come, first-served" basis. International graduate students applying for on-campus accommodation should comply with On-campus Accommodation Regulations for International Students at Huaiyin Institute of Technology; If you apply to live off-campus, you should promptly go through the registration formalities with the public security department of your place of residence and file it with the Institute of International Education.

第十五条 本项目国际硕士研究生的日常管理和社会管理参照《淮阴工学院来华留学生招收和培养管理办法》（淮工外〔2022〕147号）执行。来华一年学习期间，必须按照中国有关规定和学校要求购买保险。国际教育学院协助国际硕士研究生做好在中国境内的医疗保险申请、购买及医疗理赔等工作。

The daily management and social management of international graduate students of this project shall be implemented in accordance with the Administrative Measures for the Recruitment and Training of International Students from Huaiyin Institute of Technology (Huaigongwai [2022] No. 147). During the first year of study at our university, international graduate students of this program must be insured in accordance with relevant national regulations and school requirements. The School of International Education assists international graduate students in medical insurance application, purchase and medical claims in China.

第六章 毕业条件与论文环节

Chapter VI Graduation Requirements and Thesis Session

第十六条 国际硕士研究生申请硕士专业学位须满足学校来华留学生申请硕士专业学位的学分、学术成果和语言等要求，具体如下：

（一）国际硕士研究生修完培养方案中所规定的全部课程并取得相应的学分。

（二）国际硕士研究生在读期间至少获得学术成果积分4分方可申请硕士专业学位；对于表现优异，获得学术成果积分达15分及以上的国际硕士研究生准予提前半年申请硕士专业学位，获得学术成果积分达30分及以上的国际硕士研究生准予提前一年申请硕士专业学位。

（三）以中文为授课语言的专业，国际硕士研究生毕业时中文能力应达到《国际汉语能力标准》五级水平；以英文为授课语言的专业，国际硕士研究生毕业时中文能力应达到《国际汉语能力标准》三级水平。

Article 16 International master's students applying for a master's degree must meet the credits, academic achievements and language requirements for international students in China to apply for a master's degree, as follows:

(1) International master's students complete all the courses specified in the training program and obtain the corresponding credits.

(2) International master's students who have obtained at least 4 points for academic achievements during their studies can apply for a master's degree; International master's students with outstanding performance and academic achievement points of 15 points or more are allowed to apply for master's degrees half a year in advance, and international master's students with academic achievement points of 30 points or more are allowed to apply for master's degrees one year in advance.

(3) For majors with Chinese as the teaching language, the Chinese ability of international master's students should reach the fifth level of the International Chinese Language Proficiency Standards upon graduation; For majors with English as the language of instruction, international master's degree students should have Chinese ability to reach the level 3 of the International Chinese Language Proficiency Standards upon graduation.

第十七条 专业实践环节是培养国际硕士研究生实践能力的重要过程，可根据境内外实际情况灵活安排，确保培养质量和过程完整。专业实践环节原则上在国际硕士研究生所在国开展，鼓励研究生以实习生身份在“一带一路”建设项目相关企业中进行专业实践。中文较好的国际硕士研究生可推荐至具有相应资质的中国境内企业进行专业实践。

Article 17 The professional practice link is an important process for cultivating the practical ability of international master's students, which can be flexibly arranged according to the actual situation at home and abroad to ensure the quality of training and the integrity of the process. In principle, the professional practice session will be carried out in the host country of international master's students, and postgraduate students are encouraged to carry out professional practice in enterprises related to the "Belt and Road" construction project as interns. Chinese good international master's students can be recommended to Chinese domestic enterprises with corresponding qualifications for professional practice.

第十八条 国际硕士研究生所在二级学院，应根据该培养模式特点，灵活采用线上、线下相结合的方式，合理安排学位论文开题答辩、中期检查、论文盲审、学位论文答辩等环节，各环节过程完整以确保学生培养质量。如用英文撰写毕业论文，重要信息如论文摘要、信息表等须附中文翻译。学位论文答辩由我校组织进行，答辩通过由我校授予学位。

Article 18 International master's students can use a combination of online and offline methods to participate in dissertation opening defense, mid-term examination, blind review of dissertation, dissertation defense and other links. If the graduation thesis is written in English, important information such as abstracts, information sheets, etc. must be accompanied by Chinese translation. The dissertation defense is organized by Huaiyin Institute of Technology, and the degree is awarded by Huaiyin Institute of Technology.

第七章 其他事项

Chapter VII Other Matters

第十九条 国际教育学院负责对已录取学生进行入学资格和经济保证等材料进行复核，发现弄虚作假、徇私舞弊者，上报校长办公会，取消其入学资格。

Article 19 The School of International Education shall be responsible for reviewing the admission qualifications and economic guarantees of admitted students, and if they are found to have committed fraud or favoritism, they shall report to the President's Office and cancel their admission qualifications.

第二十条 国际教育学院负责国际硕士研究生的新生报到，日常管理。学校尊重国际学生的民族习俗和宗教信仰，但不负责提供宗教活动场所，在校内不得进行传教、举办宗教聚会等宗教活动。

Article 20 The School of International Education is responsible for the registration and daily management of new students of international master's degree students. The school respects the ethnic customs and religious beliefs of international students, but is not responsible for providing places for religious activities, and religious activities such as missionary activities and religious gatherings are not allowed on campus.

第二十一条 申请来我校学习的国际硕士研究生须持X1字或X2字签证入境，按照要求及时至公安机关办理居留证件，否则学校不予接收。国际硕士研究生在我校学习期间不得非法就业、经商、或从事其他经营性活动。

Article 21 International master's degree students applying to study in our university must enter the country with an X1 or X2 visa, and apply for a residence permit at the public security organ in time as required, otherwise the university will not accept it. International master's degree students are not allowed to illegally employ, engage in business, or engage in other business activities during their studies at our university.

第二十二条 国际硕士研究生入学时应当按照中国卫生行政部门的规定到中国卫生检疫部门办理《外国人体格检查记录》确认手续或者进行体检。经体检确认患有《中华人民共和国出境入境管理法》规定的严重精神障碍、传染性肺结核或者有可能对公共卫生造成重大危害的其他传染病的，由公安部门依法处理。

Article 22 When enrolling, international master's degree students shall, in accordance with the regulations of the Chinese health administrative department, go to the Chinese health quarantine department to go through the confirmation procedures of the "Foreigner's Physical Examination Record" or undergo a physical examination. Where it is confirmed upon physical examination to have a serious mental disorder, infectious tuberculosis or other infectious diseases that may cause major harm to public health as provided for in the "Exit and Entry Administration Law of the People's Republic of China", the public security departments shall handle it in accordance with law.

第二十三条 国际硕士研究生如果违反《中华人民共和国出境入境管理法》《中华人民共和国治安管理处罚法》《中华人民共和国外国人入境出境管理条例》《中华人民共和国境内外国人宗教活动管理规定》等法律法规，须接受公安机关依法处理。

Article 23 International master's degree students who violate laws and regulations such as the Law of the People's Republic of China on the Administration of Exit and Entry, the Law of the People's Republic of China on Administrative Punishments for Public Security, the Regulations of the People's Republic of China on the Administration of the Entry and Exit of Foreigners, and the Provisions of the People's Republic of China on the Administration of Religious Activities of Foreigners within the Territory of the People's Republic of China shall be dealt with by the public security organs in accordance with law.

第八章 附则

Chapter VIII Supplementary Provisions

第二十四条 本方案由国际教育学院协同相关职能部门负责解释，自发布之日起施行。

Article 24 This plan shall be interpreted by the Institute of International Education in coordination with relevant functional departments, and shall be implemented from the date of promulgation.
