第一章  总 则

Chapter I General Provisions

第一条 为吸引更多优秀外国留学生来我校学习科研，助力学校国际化开放办学水平进一步提升，根据教育部《来华留学生高等教育质量规范（试行）》（教外〔2018〕50号）相关规定，结合学校实际，特设立“淮阴工学院优秀来华留学生奖学金”（以下简称“奖学金”）。

Article 1 In order to attract more outstanding foreign students to study and research in our school and help the university further improve the level of internationalization and opening up of the school, in accordance with the relevant provisions of the Ministry of Education's "Quality Standards for Higher Education for International Students in China (Trial)" (Jiaowai [2018] No. 50), combined with the actual situation of the school, the "Huaiyin Institute of Technology Measures for the Scholarship Selection of International Students (Revised)" (hereinafter referred to as the "Scholarship") is hereby established.

第二条 为规范奖学金评审行为，保证评审工作公开、公平、公正，充分发挥奖学金的吸引和激励作用，特制定本办法。

Article 2 These Measures are formulated to standardize the evaluation of scholarships, ensure that the evaluation work is open, fair and just, and give full play to the attraction and incentive role of scholarships.

第三条 本办法适用对象为已在我校就读一年的来华留学生，包括硕士研究生、本科生（含专转本学生）。

Article 3 These Measures are applicable to international students who have been studying in China for one year, including master's students and undergraduates (including special transfer students).

第二章  评审机构

Chapter II: Evaluation Bodies

第四条 奖学金评定的初审工作由国际教育学院负责，终审工作由学校来华留学生奖学金评审委员会负责。

Article 4 The School of International Education shall be responsible for the preliminary review of the scholarship evaluation, and the final review shall be undertaken by the Evaluation Committee of the University Scholarship for International Students in China.

（一）学校成立来华留学生奖学金评审委员会（以下简称“评审委员会”），该评审委员会主任由分管来华留学生工作的校领导担任。评审委员会委员包括：国际教育学院、教务处、研究生处及承担来华留学生培养任务的各二级学院相关负责人。

(1) The University has established the Evaluation Committee for Scholarships for International Students in China (hereinafter referred to as the "Evaluation Committee"), and the director of the Evaluation Committee is the leader in charge of the work of international students in China. The members of the evaluation committee include: the School of International Education, the Academic Affairs Office, the Graduate Office and the relevant responsible persons of each second-level college that undertakes the task of training international students in China.

（二）国际教育学院成立来华留学生奖学金评审工作组（以下简称“工作组”）。工作组具体负责来华留学生奖学金的初审工作。

(2) The School of International Education established a working group for the evaluation of scholarships for international students in China (hereinafter referred to as the "working group"). The working group is specifically responsible for the preliminary review of scholarships for international students in China.

第三章  评定程序

Chapter III: Assessment Procedures

第五条 奖学金评定程序:

Article 5 Scholarship Evaluation Procedures:

（一）申请人在每年6月按要求向工作组递交申请材料;

(1) The applicant submits the application materials to the Working Group as required in June of each year;

（二）工作组对申请材料进行初审，拟定推荐名单;

(2) The working group conducts a preliminary review of the application materials and draws up a list of recommendations;

（三）工作组将推荐名单和推荐依据报评审委员会评定;

(3) The working group will submit the list of recommendations and the basis for recommendation to the Evaluation Committee for evaluation;

（四）工作组将评定结果在官网进行公示，公示期不少于五个工作日。申请人如对公示结果有异议，可在公示期内向工作组反映。工作组进行调查并征求各方面意见，并在接到反映之日起五个工作日内向异议人作出书面答复;

(4) The working group will publicize the assessment results on its official website for a period of not less than five working days. If the applicant has objections to the publicity results, he or she may report them to the Working Group during the publicity period. The working group conducts an investigation and solicits opinions from all parties, and provides a written response to the objector within five working days from the date of receipt of the response;

（五）工作组公布最终结果并通知申请人。

(5) The working group shall publish the final result and notify the applicant.

第四章  奖学金类别、发放标准及资助期限

Chapter IV Types of Scholarships, Criteria for Award, and Duration of Funding

第六条 奖学金分为A、B两个类别，硕士研究生A类奖学金生占比为60%，B类奖学金生占比为40%；本科生A类奖学金生占比为20%，B类奖学金生占比为80%。

Article 6 Scholarships are divided into two categories: A and B, with 60% of Class A scholarship students for master's degree students and 40% of Class B scholarship students; The proportion of undergraduate A scholarship students is 20%, and the proportion of B scholarship students is 80%.

第七条 奖学金发放标准

Article 7 Criteria for awarding scholarships

第八条 申请奖学金的留学生须签署承诺协议书，因个人原因无法继续学习的（因疾病或其他不可抗拒因素除外），须退还已享受的全部奖学金资助费用。

Article 8 International students applying for scholarships must sign a commitment agreement, and if they are unable to continue their studies due to personal reasons (except due to illness or other irresistible factors), they must refund all the scholarship funding fees they have enjoyed.

第九条 在学校接受学历教育的来华留学生在标准学制内通过奖学金年度评审可连续获得奖学金资助，超出标准学制不再资助。

Article 9 International students who receive academic education in schools may receive scholarship funding continuously after passing the annual evaluation of scholarships within the standard academic system, and will no longer receive scholarship funding beyond the standard academic system.

第五章  奖学金申请

Chapter V: Application for Scholarships

第十条 奖学金申请人应具备以下条件：

Article 10 Scholarship applicants shall meet the following conditions:

（一）遵守中国政府的法律法规和学校校纪校规，知华、友华，积极上进，诚实守信，无违法、违纪、违规、失信等行为；

(1) Abide by the laws and regulations of the Chinese government and school discipline and school rules, Zhihua Youhua, be active, honest and trustworthy, and have no violations of law, discipline, regulations, untrustworthiness, etc.;

（二）勤奋学习，完成上一年培养方案规定的全部学习计划，且成绩优良；

(2) Study diligently, complete all study plans stipulated in the previous year's training program, and have excellent grades;

（三）积极参加学校、院系组织开展的各类文体、公益及社会实践活动；

(3) Actively participate in various cultural, sports, public welfare and social practice activities organized by schools and departments;

（四）遵守学校相关收费制度，按时缴纳应缴费用，无欠费现象；

(4) Abide by the relevant fee system of the school, pay the fees due on time, and have no arrears;

（五）申请当年没有享受任何其他形式的中国政府奖学金。

(5) Have not enjoyed any other form of Chinese Government Scholarship in the year of application.

第十一条 A类奖学金申请者还需具备以下条件：

Article 11 Applicants for Class A scholarships must also meet the following conditions:

（一）学习成绩位于班级前列，研究生原则上要求课程成绩在班级排名2/3以内，本科生原则上要求课程成绩在班级排名1/4以内；

(1) The academic performance is at the forefront of the class, and the course grade is required to be within 2/3 of the class ranking for graduate students in principle, and within 1/4 of the class ranking for undergraduate students in principle;

（二）无不及格或重修现象；

(2) There is no failure or reconstruction;

（三）无任何违法违纪行为。

(3) There is no violation of law or discipline.

第十二条 有文艺、体育等特长且在全国性以上竞赛中获奖，或在国际重要学术期刊以第一作者发表学术论文者可适当降低要求，具体情况由评审委员会讨论确定。

Article 12 Those who have specialties in literature and art, sports, etc., and have won awards in competitions at or above the national level, or have published academic papers as the first author in important international academic journals, may appropriately lower their requirements, and the specific circumstances shall be determined by discussion by the review committee.

第六章  奖学金的减扣、中止和取消

Chapter VI Deduction, Suspension and Cancellation of Scholarships

第十三条 获得奖学金资助的学生出现下列情形之一者，应减扣其奖学金：

Article 13 In any of the following circumstances, the scholarship shall be deducted for a student who receives scholarship funding:

(一)受到警告处分者扣除下一年度50%奖学金；

(1) Those who receive warning sanctions will be deducted 50% of the scholarship for the following year;

(二)受到严重警告者扣除下一年度全部奖学金；

(2) Those who receive a serious warning will be deducted from the entire scholarship for the following year;

(三)受到记过及以上处分者扣除剩余学年全部奖学金；

(3) Those who have received sanctions such as demerit or above will be deducted all scholarships for the remaining academic year;

(四)一学年内有课程不及格者，如补考通过，每不及格一门扣除下一年度10%的奖学金；不及格且补考未通过者，每不及格一门扣除下一年度20%的奖学金。

(4) If a course fails within one academic year, if the re-examination is passed, 10% of the scholarship for the following year will be deducted for each failing course; Those who fail and fail the make-up examination will be deducted 20% of the scholarship for the following year for each failing course.

第十四条 获得奖学金资助的学生出现下列情形之一者，应立即中止其奖学金资格:

Article 14 Students who receive scholarship funding shall immediately suspend their scholarship qualifications under any of the following circumstances:

(一)无正当理由拖欠学费、住宿费等费用的，应中止其奖学金资格，待缴清所欠费用后恢复其资格;

(1) Those who are in arrears of tuition, accommodation fees and other expenses without justifiable reasons shall have their scholarship qualifications suspended and their qualifications restored after the outstanding fees have been paid;

(二)因各种原因休学的，应中止其奖学金资格，待其返校学习后恢复其资格。

(2) Those who suspend their studies for various reasons shall suspend their scholarship eligibility and resume their qualifications after returning to school.

第十五条 获得奖学金资助的学生出现下列情形之一者，应立即取消其奖学金资格:

Article 15 Students who receive scholarship funding shall be immediately disqualified from scholarship under any of the following circumstances:

(一)有违法行为的;

(1) There are illegal conduct;

(二)因各种原因退学的;

(2) Dropping out of school for various reasons;

(三)恶意违反签证/居留许可等规定而受到处分的；

(3) maliciously violating visa/residence permit and other provisions and being sanctioned;

(四)恶意违反留学生日常或宿舍管理相关制度而拒不改正的。

(4) Refusing to make corrections in violation of the daily routine or dormitory management systems of international students.

第七章  奖学金资金管理

Chapter VII: Management of Scholarship Funds

第十六条 学校设立淮阴工学院来华留学奖学金专项经费。

Article 16 The University shall establish a special fund for the Huaiyin Institute of Technology to study in China scholarship.

第十七条 奖学金冲抵学费后，不足部分由学生予以补缴。

Article 17 After the scholarship is offset against the tuition fee, the insufficient part shall be paid by the student.

第十八条 国际教育学院负责编制留学生奖学金冲抵学费清单，报送计划财务处。

Article 18 The Institute of International Education shall be responsible for compiling a list of scholarships for international students to offset tuition fees and submit it to the Planning and Finance Office.

第十九条 计划财务处根据留学生奖学金冲抵学费清单为留学生办理奖学金费用冲抵和补缴费业务。

Article 19 The Planning and Finance Office shall handle the business of offsetting scholarship fees and supplementary payment for international students according to the list of scholarships for international students.

第八章  附  则

Chapter VIII Supplementary Provisions

第二十条 本办法由国际教育学院负责解释。本办法未尽事宜，提交评审委员会讨论决定；其他相关规定与本办法相抵触时，按本办法执行。

Article 20 The Institute of International Education is responsible for the interpretation of these Measures. Matters not covered in these Measures shall be submitted to the Review Committee for discussion and decision; Where other relevant provisions contradict these Measures, they shall be implemented in accordance with these Measures.

第二十一条 本办法自公布之日起施行。原《淮阴工学院优秀来华留学生奖学金管理办法（试行）》（淮工院〔2020〕51号）废止。

Article 21: These Measures take effect on the date of promulgation. The original "Huaiyin Institute of Technology Outstanding International Students Scholarship Management Measures (Trial)" (Huaiyin Institute of Technology [2020] No. 51) was abolished.
