淮阴工学院来华留学研究生硕士专业学位授予工作细则 Professional Master Degree Conferral Rules for International Students at Huaiyin Institute of Technology

第一条 根据《中华人民共和国学位条例》《中华人民共和国学位条例暂行实施办法》《关于普通高等学校授予来华留学生我国学位试行办法》《学校招收和培养国际学生培养办法》《来华留学生高等教育质量规范(试行)》等文件,为保证我校来华留学研究生硕士专业学位授予质量,结合我校实际,特制定本细则。

Article 1 In accordance with the "Regulations of the People's Republic of China on Academic Degrees", "Interim Implementation Measures of the Regulations of the People's Republic of China on Academic Degrees", "Trial Measures for Granting Chinese Degrees to International Students by Ordinary Institutions of Higher Learning", "Measures for Recruiting and Training International Students by Schools", "Quality Standards for Higher Education for International Students in China (for Trial Implementation)" and other documents, in order to ensure the quality of the awarding of postgraduate and master's degrees by our university studying in China, and in combination with the actual conditions of our university, these detailed rules are specially formulated.

第二条 本办法适用于全日制专业学位来华留学硕士研究生,硕士专业学位按国家批准的专业学位类别(领域)授予。

Article 2 These Measures apply to full-time professional degree master's degree students studying in China, and master's professional degrees are awarded according to the professional degree categories (fields) approved by the state.

第三条 遵守中华人民共和国的法律、法规及我校校纪、校规,知华友华,品行端正;按照培养方案的要求,完成规定的学分和必修环节,通过学位论文答辩,均可按照本细则向学校学位评定委员会申请相应的学位。

Article 3 Abide by the laws and regulations of the People's Republic of China and the discipline and rules of our school, Zhihua Youhua, and have good conduct; According to the requirements of the training program, after completing the prescribed credits and compulsory links, and passing the dissertation defense, you can apply for the corresponding degree to the Degree Assessment Committee of the University in accordance with these Rules.

第四条 学位的学术水平和实践创新能力要求

1.在申请学位的专业领域,掌握了坚实的基础理论和宽广的专门知识,以及解决实际问题的先进技术方法或现代技术手段。

2.具有从事科学研究工作或独立担负专门技术工作的能力。

3.在科研或技术开发方面取得一定创新性成果,按照《淮阴工学院来华留学研究生申请硕士专业学位学术成果规定》,至少获得学术成果积分4分。

4.熟悉行业领域相关规范,在行业领域的某一方向具有独立担负专门技术或管理工作的能力,有较强的解决实际问题的能力和创造力,具有良好的职业素养。

Article 4 The academic level and practical innovation ability requirements of the degree

1. In the professional field of applying for a degree, master solid basic theories and broad professional knowledge, as well as advanced technological methods or modern technical means to solve practical problems.

2. Have the ability to engage in scientific research or independently undertake specialized technical work.

3. Achieve certain innovative achievements in scientific research or technology development, and obtain at least 4 points for academic achievements in accordance with the Regulations on Academic Achievements of Huaiyin Institute of Technology Postgraduate Students Applying for Master's Degrees in China.

4. Familiar with the relevant norms of the industry, have the ability to independently undertake specialized technical or management work in a certain direction of the industry, have strong ability and creativity to solve practical problems, and have good professional quality.

第五条 学位的课程要求

申请人应当在学校规定的学习年限内修完培养方案中所规定的课程并取得相应的学分;课程考试重修不超过两门次;以同等学力或跨一级学科考取的考生,补修本学科本科专业主干课程考核合格。

Article 5 Course requirements for the degree

The applicant shall complete the courses specified in the training plan within the study period specified by the school and obtain the corresponding credits; No more than two re-examinations of the course; Candidates who have obtained the same academic ability or cross-level discipline shall pass the assessment of the main undergraduate major courses of the discipline.

第六条 语言要求

以中文为专业教学语言的学科、专业中,来华留学研究生毕业时中文能力应当达到《国际汉语能力标准》五级水平;以英文为专业教学语言的学科、专业中,来华留学研究生毕业时中文能力应当达到《国际汉语能力标准》三级水平。

Article 6 Language Requirements

In the disciplines and majors with Chinese as the professional teaching language, the Chinese ability of graduate students studying in China should reach the fifth level of the International Chinese Language Proficiency Standards when they graduate; In subjects and majors that use English as the professional teaching language, the Chinese ability of graduate students studying in China should reach the level 3 of the International Chinese Language Proficiency Standards when they graduate.

第七条 学位论文要求

1.学位论文选题应来源于应用课题或现实问题,须有较明确的职业(行业)背景和应用价值。学位论文应表明作者具备综合运用科学理论、方法和技术解决实际问题的能力。

2.学位论文可以调研报告、规划设计、产品开发、案例分析、项目管理、艺术作品等为主要内容,以论文形式呈现。

3.学位论文应在导师指导下由本人独立完成。同他人合作完成的论文、著作或发明、发现等,对其中确属本人独立完成的部分,可以由本人整理为学位论文,但必须附论文、著作其他作者的证明信,或主持人签署的书面意见。

4.学位论文格式要符合学校有关规定。

5.学位论文工作开始前应通过学科点组织的开题报告答辩;研究生所在学院应组织对学位论文进行中期检查;学位论文答辩前应由学科点组织预答辩。

Article 7 Dissertation requirements

1. The topic of the dissertation should come from the applied topic or practical problem, and must have a clear occupational (industry) background and application value. The dissertation should demonstrate the author's ability to combine scientific theories, methods, and techniques to solve practical problems.

2. The dissertation can be presented in the form of a thesis with research reports, planning and design, product development, case analysis, project management, artworks, etc. as the main content.

3. The dissertation should be completed independently by myself under the guidance of the supervisor. For dissertations, works, inventions, discoveries, etc. completed in cooperation with others, the parts of which are indeed completed independently by the person may be compiled by himself as a dissertation, provided that a letter certifying the author of the thesis or work or a written opinion signed by the host must be attached.

4. The format of the dissertation should comply with the relevant regulations of the university.

5. Before the dissertation work begins, the thesis proposal report defense organized by the discipline should be approved; The graduate student's faculty should organize a mid-term examination of the dissertation; Before the dissertation defense, the pre-defense should be organized by the discipline.

第八条 学位论文评阅

1.学位论文由申请人所在学院聘请2名具有高级职称的同行专家进行评阅,其中1名须是企业专家。学位论文评阅人应具有较强的责任心,学风正派,在相应学科领域具有较深的学术造诣,申请人的导师不能作为学位论文评阅人。学位论文通过学院专家评阅后,学校将抽取不低于30%的学位论文进行盲审。

2.学院评审或盲审评阅过程中,如有1名评阅人持否定意见,可增聘1名评阅人,如有2名评阅人(包括增聘评阅人)持否定意见,则申请人本次申请无效。申请人可根据评阅意见对学位论文进行修改,在3-6个月内(不超过学习期限)再次申请答辩。

3.评阅人应根据学位论文评阅标准进行评定并给出详细的学术评语,供答辩委员会参考。

Article 8: Dissertation Review

1. The dissertation will be reviewed by two peer experts with senior professional titles hired by the applicant's school, one of whom must be an enterprise expert. Dissertation reviewers should have a strong sense of responsibility, a decent academic style, and deep academic attainments in the corresponding subject area, and the applicant's supervisor cannot be used as a dissertation reviewer. After the dissertation is reviewed by the experts of the school, the school will select no less than 30% of the dissertations for blind review.

2. During the evaluation or blind review of the College, if one reviewer has a negative opinion, one additional reviewer can be hired, and if two reviewers (including additional reviewers) have a negative opinion, the applicant's application is invalid. Applicants can revise their dissertation according to the comments and apply for defense again within 3-6 months (not exceeding the study period).

3. The reviewer shall evaluate according to the dissertation evaluation criteria and give detailed academic comments for the reference of the defense committee.

第九条 学位论文答辩

1.答辩委员会组成

答辩委员会由二级学院学位评定分委员会(以下简称分委会)选聘5名具有高级职称的同行专家组成,其中至少有1名校外专家、1名企业专家,并且申请人的导师不能作为答辩委员会成员。答辩委员会2/3以上成员应具有硕士生导师资格。答辩委员会设主席1名,由答辩委员会成员推举产生。由分委会安排1名责任心强、具有副高以上职称或博士学位的教师担任答辩委员会秘书,秘书没有表决权。

2.答辩委员会成立后一般不可随意变动,如有成员因故不能参加,应事先向分委会报告,更换成员或更改答辩时间。

3.答辩工作要求

1)答辩工作应在申请人提交学位论文后半年内进行完毕。

2)学位论文应在答辩前一周送达答辩委员会所有成员审阅。

3)答辩会要充分发扬学术民主,按照坚持标准,严格要求、保证质量、公正合理的原则,以公开方式举行。

4)答辩委员会成员在答辩会上提出的问题应严格保密,不得提前泄露给申请人,否则答辩无效。

4.答辩会程序

1)答辩委员会主席宣布答辩委员会成员名单以及进行论文答辩的申请人姓名、专业、学位论文题目等事项。

2)申请人报告学位论文的主要内容(30分钟)。

3)答辩委员会成员提问,申请人答辩(30分钟)。经答辩委员会主席同意,其他与会者也可针对学位论文涉及的领域提问并请申请人回答。

4)答辩委员会评议。秘书宣读导师和评阅人对学位论文的评阅意见,答辩委员会讨论答辩情况,商定学位论文答辩评语。

5)答辩委员会决议。答辩委员会根据答辩情况,就是否建议授予硕士学位作出决议。决议采取不记名投票方式,经全体答辩委员会成员2/3及以上同意,方得通过。决议经答辩委员会主席签字后,报送分委会。学位论文答辩不合格的,经答辩委员会同意,可在一年内(不超过学习期限)修改论文,重新答辩一次。

6)答辩委员会主席向申请人宣布决议。

5.秘书应全程记录答辩情况,并将答辩过程中提出的主要问题及回答情况记录和答辩委员会决议提请答辩委员会主席签字。

Article 9 Dissertation defense

1. Composition of the Defence Committee

The Defence Committee is composed of 5 peer experts with senior professional titles selected by the Degree Assessment Subcommittee of the Second-level College (hereinafter referred to as the "Subcommittee"), of which at least 1 is an external expert and 1 enterprise expert, and the applicant's mentor cannot be a member of the Defence Committee. More than two-thirds of the members of the defense committee should have the qualification of master's supervisor. The Defence Committee shall have one Chairman, who shall be elected by the members of the Defence Committee. The subcommittee shall arrange for one teacher with a strong sense of responsibility, a professional title of associate senior or above, or a doctorate degree to serve as the secretary of the defense committee, and the secretary shall not have the right to vote.

2. After the establishment of the defense committee, it is generally not allowed to change at will, and if any member is unable to participate for any reason, he or she should report to the subcommittee in advance to change the member or change the time of defense.

3. Defence work requirements

(1) The defense work shall be completed within half a year after the applicant submits the dissertation.

(2) The dissertation shall be sent to all members of the defense committee one week before the defense for review.

(3) The defense meeting should fully promote academic democracy and be held in an open manner in accordance with the principle of "adhering to standards, strict requirements, ensuring quality, fairness and reasonableness".

(4) The questions raised by the members of the defense committee at the defense meeting shall be kept strictly confidential and shall not be leaked to the applicant in advance, otherwise the defense shall be invalid.

4. Defence Procedure

(1) The chairman of the defense committee announces the list of members of the defense committee and the name, major, dissertation topic and other matters of the applicant for the dissertation defense.

(2) The applicant reports the main content of the dissertation (30 minutes).

(3) Questions from the members of the Respondent Committee, and the applicant responds (30 minutes). With the consent of the Chair of the Defence Committee, other participants may also ask questions about the field covered by the dissertation and invite the applicant to answer them.

(4) Deliberation by the Defence Committee. The secretary reads out the comments of the supervisor and the reviewer on the dissertation, and the defense committee discusses the defense and agrees on the dissertation defense comments.

(5) Resolution of the Defence Committee. Based on the defence, the Defence Committee makes a decision on whether to recommend the granting of a Master's degree. Resolutions shall be adopted by secret ballot and shall be adopted with the consent of two-thirds or more of all members of the Respondent Committee. The resolution is signed by the Chairman of the Defence Committee and submitted to the Subcommittee. If the dissertation defense is unsatisfactory, the dissertation may be revised within one year (not exceeding the study period) and the dissertation may be re-defended once with the approval of the defense committee.

(6) The Chairman of the Respondent Committee announces the resolution to the applicant.

5. The secretary shall record the defense throughout the process, and submit the main questions raised during the defense process and the answers to the statement of the defense committee and the resolution of the defense committee to the chairman of the defense committee for signature.

第十条 学位评定与授予

1.分委会根据本细则要求对申请人进行全面审核,就是否建议授予硕士学位作出决议。决议采取不记名投票方式,经全体分委会成员2/3及以上同意,方得通过。对答辩委员会建议不授予硕士学位者,分委会原则上不再进行表决,直接做出不授予硕士学位的决议。决议经分委会主席签字后,报送校学位评定委员会。

2.校学位评定委员会对分委会建议授予学位者进行审定,就是否授予硕士学位作出决议。决议采取不记名投票方式,经全体委员会成员1/2以上(不含1/2)同意,做出授予硕士学位的决议,否则做出不授予硕士学位的决议。

3.有以下情况之一者,不得授予硕士学位:

1)在道德品质方面犯有严重错误,而又坚持不改者;

2)受到学校记过及以上违纪处理未撤销者;

3)业务上有不符合本细则有关规定和要求者;

4)有严重违反学校及相关部门规定的学术道德行为规范者。

Article 10 Assessment and conferment of degrees

1. The Subcommittee shall conduct a comprehensive review of the applicant in accordance with the requirements of these Rules and make a decision on whether to recommend the granting of a master's degree. Resolutions shall be adopted by secret ballot and shall be adopted with the consent of two-thirds or more of all subcommittee members. In principle, the subcommittee will not vote on those who are recommended by the defense committee not to grant a master's degree, and directly make a decision not to grant a master's degree. The resolution shall be signed by the chairman of the subcommittee and submitted to the Degree Assessment Committee.

2. The Degree Assessment Committee shall examine and approve the degree conferred by the subcommittee, and make a decision on whether to grant a master's degree. The resolution shall be made by secret ballot, and with the consent of more than 1/2 (excluding 1/2) of the members of the Committee of the Whole, a resolution of "granting a master's degree" shall be made, otherwise a resolution of "not awarding a master's degree" shall be made.

3. A master's degree shall not be awarded under any of the following circumstances:

(1) Those who have committed serious mistakes in moral character and insist on not changing them;

(2) Those who have not been revoked by the school's demerit and above disciplinary treatment;

(3) Those who do not comply with the relevant provisions and requirements of these detailed rules in business;

(4) Those who seriously violate the academic ethics code of conduct stipulated by the school and relevant departments.

第十一条 经校学位评定委员会审议批准,授予的硕士学位名单公示一周后无异议者及相关材料报国务院学位委员会办公室备案。校学位评定委员会做出授予学位决定的日期即为学位证书生效日期。

Article 11 After deliberation and approval by the University Degree Evaluation Committee, those who have no objection and relevant materials one week after the list of master's degrees awarded are published shall be reported to the Office of the Academic Degrees Committee of the State Council for the record. The effective date of the degree certificate is the date on which the Degree Assessment Committee makes the decision to award the degree.

第十二条 对于已授予的学位,如发现有违反学术道德有关规定规范的行为,经校学位评定委员会复议后,视情节可撤销其已授予的学位。

Article 12 For the degree that has been awarded, if it is found that there is any violation of the relevant provisions and norms of academic ethics, after reconsideration by the Degree Evaluation Committee of the University, the degree awarded may be revoked according to the circumstances.

第十三条 本细则自2022级来华留学研究生开始施行,解释权归校学位评定委员会办公室。

Article 13 These detailed rules shall be implemented from the 2022 graduate students studying in China, and the right of interpretation shall be vested in the Office of the Degree Assessment Committee.
