Emergency Contingency Plan for the International Students

In order to prevent effectively, control in time and eliminate the harm caused by emergencies of the international student, to ensure physical and mental health of the international student in the institute and life safety, to maintain the normal campus order and create the good educational environment, the plan is formulated in accordance with pertinent requirements concerning safety in higher education and in the light of the specific situation of the institute.

Article 1 The so-called emergency of the international student in the plan mainly refers to the emergencies which may endanger physical and mental health or the life of the international student, e.g. suicide, self-mutilation, self-abuse of the international student, running away from the university or disappearance of the international student, fighting or group fisticuffs of the international student, serious theft of the international student, traffic accident or other serious accidents incurred by the international student, fire in the dormitory of the international student, sudden disease of the international student, food poisoning or mass infectious disease and etc..

Article 2 The plan constitutes the major basis for the university to handle the emergency of the international student.

Article 3 In the event of the international student emergency in the institute, the institute shall initiate the contingency plan immediately and be fully involved in handling the emergency.

Article 4 Principles in handling the international student emergency

With respect to handling the emergency of the international student, establish the early-warning system, timely reporting system, preliminary treatment system and rehabilitation system. Adhere to the guideline of prevention first and unremitting preparation, and implement the principles of unified leadership, responsibility at different levels, timely response and decisive measure.

Article 5 International Students Emergency Contingency Command team has been established for dealing the international student emergency, which will be led by School Contingency Command Leadership Team. The dean of SIE is the team leader and the vice dean, counselors and head teachers are the team members.

Major responsibilities include:

a.Understanding and mastering the international student emergency, controlling the situation, preventing the situation from getting worse, report to the School Contingency Command Leadership Team immediately and studying on specific measures to deal with the emergency under the guidance of the School Contingency Command Leadership Team;

b. the School Contingency Command Leadership Team is responsible for organizing and commanding all the forces to deal with the emergency, and reporting to the superior competent department the serious emergency in time;

c.Closely cooperate with medical care, epidemic prevention, public security and other institutions to deal with the accidents;

d.Investigate and rehabilitate of the event;

e.Summarize lessons learnt from the event and propose rectification measures.

Article 6 The procedures of dealing with the international student emergency contingency

(1) Suicide, Self-mutilation and Self-abuse

a. In the event of suicide, self-mutilation and self-abuse of the international student, the informed shall report the event to the teacher in charge or the counselor besides conducting cure and treatment immediately;

b. Upon being informed of the event, the teacher in charge or the counselor shall forthwith report to the leader in charge in the office, and come to the scene immediately, organize the people to send the injured to the hospital of the institute or the urban hospital; School of International Education shall report the event to the contingency command leadership team immediately;

c. School of International Education shall notify the embassy and parents of the international student promptly and be prepared to receive and conciliate the international student’s parents;

d. The contingency command leadership team for the international student emergency shall immediately organize relevant functional departments to conduct investigation, and if necessary, shall cooperate with the public security in investigating unclear cases.

(2) Leaving school or Missing.

a. In the event of leaving school or missing, the informed shall report the event to the teacher in charge or the counselor immediately.

b. Upon being informed of the event, the teacher in charge or the counselor shall forthwith report to the leader in charge in the office, and meanwhile conduct investigation; organize search of the international student whose whereabouts are unknown, and find out the whereabouts of the international student;

c. In the event that it is impossible to find out the whereabouts of the international student, School of International Education shall report it to the contingency command leadership team immediately and notify the embassy and the international students parents;

d. The contingency command leadership team for the international student emergency shall immediately report the case to the public security immediately and report it to superior department concerned.

(3) Fighting or Group Fisticuffs

a. In the event of fighting or group fisticuffs of the international student, the informed shall immediately report it to the Security Department of the university (Campus 110), and meanwhile report the event to the teacher in charge or the counselor;

b. Upon being informed of the event, the Security Department and the teacher in charge or the counselor shall immediately come to the scene and try to control the situation and prevent it from getting worse; in the event of occurrence of the injured, organize the people to send the injured to the hospital of the institute or the urban hospital for treatment; meanwhile the teacher in charge of the class or the counselor shall immediately report it to the leader in charge in the office;

c. School of International Education shall report the event to the contingency command leadership team for the international student emergency immediately;

d. In the event of occurrence of injury or death of the international student, School of International Education shall notify the embassy and parents of the international student promptly and be prepared to receive and conciliate the international students parents;

e. The contingency command leadership team for the international student emergency will report to the superior competent department immediately following the occurrence of serious fighting of the international student;

f. School of International Education shall actively cooperate with relevant departments to conduct investigation and evidence collection, try to find out the true facts of the event as soon as possible and find out the reason and course of the emergency;

g. School of International Education concerned shall promptly propose rectification measures and strengthen ideological education of the international student.

(4) Serious theft

a. In the event of serious theft, the international student shall report the case to the Security Department immediately and meanwhile report it to the teacher in charge of the class or the counselor;

b. The teacher in charge of the class or the counselor shall take contingency measures immediately and organize protection of the scene;

c. Upon receiving the case reported by the international student or the teacher, the Security Department shall immediately organize personnel to go to the scene and conduct investigation, and meanwhile besides reporting the case to public security, report the case to the contingency command leadership team for the international student emergency immediately;

d. The Security Department and School of International Education shall actively cooperate with the public security in conducting scene investigation and investigation of the case.

(5) Traffic accident or Other serious accidents

aIn the event of traffic accident incurred by the international students, the teacher in charge of the class or the counselor shall report it to the leader in charge in the office immediately upon receipt of the notice and meanwhile contact the embassy and parents of the international student;

bSchool of International Education shall report the case to the contingency command leadership team for the international student emergency immediately, and actively cooperate with the hospital and the traffic police authority in treatment of the international student and the accident handling;

cSchool of International Education shall cooperate with the contingency command leadership team for the emergency and relevant functional departments to be prepared to receive and conciliate the embassy and parents of the international student.

(6) Fire accident and Other emergencies in the dormitory

aIn the event of discovery of fire in the dormitory of the international student, put out the fire immediately, and meanwhile report it to the international student Property Management Office, the teacher in charge of the class or the counselor and the Security Department;

bThe personnel concerned shall come to the scene immediately and assume their responsibilities, disperse the international students, shut off the power, accurately use the fire equipment to put out the fire, conduct timely rescue and stabilize the situation.

cTake effective measures to reassure the public, set their emotions at ease, find out the reason, contact relevant units and reduce damage and the influence;

dMake a good record of the disaster and report the accident, learn lessons to avoid reoccurrence of similar events.

(7) Sudden disease, Food poisoning and Mass infectious disease

aIn the event of sudden disease of the international student, food poisoning or mass infectious disease and etc., the informed shall immediately report it to the teacher in charge of the class or the counselor besides carrying out simple treatment;

bUpon being informed of the event, the teacher in charge or the counselor shall forthwith report to the leader in charge in School of International Education, and come to the scene immediately, organize the people to send the injured to the hospital of the university or the urban hospital; the office shall report the event to the contingency command leadership team immediately;

cWhere it is serious, notify parents of the international student in time and be prepared to receive and conciliate the embassy and parents;

d. The contingency command leadership team for the international student emergency shall immediately organize relevant functional departments to conduct investigation, and if necessary, shall cooperate with the public security in investigating unclear cases.

Article 7 It is the responsibility and obligation of all the international students and teachers to report the emergency of the international student, in the event of delay in report, failure to report, concealment of the report and false report of major emergency of the international student, and knowing the emergency of the international student but failing to handle in time, the institute will investigate the responsibilities of the personnel concerned.

Article 8 Report in time and smooth information are of vital importance to handling emergencies.
