为加强我院来华留学生管理工作,提高留学生教育教学水平,依据淮阴工学院学生管理的相关规定,并结合我院实际情况,制定以下《淮阴工学院来华留学生积分管理办法(试行)》(以下简称《办法》),并以此为依托,从内容激励、过程激励、行为改造激励三个维度助力留学生教育教学工作,鼓励留学生不断积极完善自身素质,实现个性发展。
In order to strengthen the management of international students in China and improve the education and teaching level of international students, in accordance with the relevant regulations on student management of Huaiyin Institute of Technology and the actual situation of our institute, the following "Huaiyin Institute of Technology Points Management Measures for International Students in China (Trial)" (hereinafter referred to as the "Measures") have been formulated, and relying on this, from the three dimensions of content incentive, process incentive, behavior transformation and incentive, to help the education and teaching of international students, encourage international students to continuously improve their own quality and achieve personality development.
一、总则
本办法适用于淮阴工学院所有在籍留学生。
每位留学生每学年初始积分为 100 分,积分周期为一学年(每年 9 月初至次年 8 月底), 每学年剩余积分不计入下一学年。如果留学生违反《淮阴工学院来华留学生日常行为规范》、
《淮阴工学院来华留学生纪律处分规定》等相关规定,将根据本办法扣除相应积分。留学生可通过参加学校、学院及社会团体组织的各级各类比赛、社会实践活动或志愿服务、参加学科竞赛、获批学术科研项目或发表学术论文等,可获得相应奖励积分。
I. General Provisions
These Measures apply to all international students of Huaiyin Institute of Technology.
Each international student has an initial point of 100 points per academic year, and the point cycle is one academic year (from the beginning of September to the end of August of the following year), and the remaining points of each academic year are not counted into the next academic year. If the international student violates the "Code of Daily Conduct for International Students of Huaiyin Institute of Technology",
The "Huaiyin Institute of Technology Disciplinary Regulations for International Students in China" and other relevant regulations will deduct corresponding points according to these measures. International students can earn corresponding reward points by participating in various competitions, social practice activities or volunteer services organized by schools, colleges and social organizations, participating in discipline competitions, obtaining approved academic research projects or publishing academic papers.
二、违纪扣分细则
1. 日常行为
(1) 不服从学校老师及其他工作人员管理的,每人每次扣 5 分。
(2) 未经批准擅自离校者,三天以内扣 30 分,四至六天扣 50 分,七天以上扣 70 分,连续两周及以上扣 100 分。
(3) 非法就业者每次扣 30 分,经批评教育不改者,扣 100 分。
(4) 每学年开学时,未按学校规定缴纳相关费用者,扣 20 分;经催缴之后仍恶意拖欠、两个月内未按规定缴清费用者,扣 100 分。
II. Rules for Disciplinary Deductions Article
1. Daily Rules
(1) Not following the arrangements made by the teachers and other workers will lead to 5 points deduction per person each time.
(2) Leaving school without permission for a period of up to three days will lead to 30 points deduction per person each time; for a period of four to six days, 50 points deduction; for a period of seven days or more, 70 points deduction; for a period of two consecutive weeks or more 100 points deduction.
(3) Illegal employment will lead to 20 points deduction per person each time.
(4) Failure to pay tuition, insurance premiums or accommodation fees on time will lead to 20 points deduction per person each time. Intentional failure of payment will lead to 100 points deduction.
2.违反学习纪律
(1) 上课迟到、早退者,每次扣 1 分;旷课者,每学时扣 2 分。
(2) 考试作弊或协助他人作弊者,每次扣 20 分。
(3) 在各类评奖评优中有弄虚作假、隐瞒欺骗等行为,每次扣 10 分。
2. Violation of Academic Rules
(1) 1 point will be deducted for arriving late to class or leaving early, and 2 points for each credit hour missed (absenteeism).
(2) 20 points each time for cheating or assisting others to cheat.
(3) Falsification, concealment, and deception in evaluating various awards and merits will lead to 10 points deduction each time.
3.违反住宿纪律
(1) 宿舍及周边区域私接、乱接电线者,每次扣 30-50 分;在校园内使用明火,使用违规电器、易燃易爆等违禁物品,每次扣 30-50 分。
(2) 宿舍内大声喧哗、高声放音响以及其他影响他人学习与休息,扰乱管理秩序和生活秩序的,每次扣 5 分,经批评教育不改者,扣 30 分。
(3) 在校内或宿舍内抽烟者,每次扣 5 分,屡教不改者扣 30 分;在校园内酗酒者,每次扣 5 分,屡教不改者扣 30 分。
(4) 损坏公共财物,每次扣 30 分。
(5) 未经学院批准私自调换宿舍、占用他人宿舍者,每次扣 30 分、拒不执行学院统一的宿舍调整安排,经批评教育不改者,扣 50 分。
(6) 未经请假晚于 23 点回到宿舍者,每次扣 10 分,一周内两次晚归者,扣 30 分;未经请假擅自夜不归宿者,每次扣 30-50 分,未经批准擅自在校外租房居住、夜不归宿者,每次扣 70 分。
3. Dormitory Rules
(1) Illegal or random wire connections in the dormitory and surrounding areas will lead to a 30-50 points deduction each time; use of open fire, illegal electrical appliances , and flammable and explosive items on campus will lead to a 30-50 points deduction each time.
(2) Making noise in the dormitory,thereby disrupting others’ study and rest, will lead to 50 points deduction per person each time and 30 points for repeated offense.
(3) 5 points will be deducted each time for smoking in the dormitory, and 30 points for a repeated offense; 5 points will be deducted each time for drinking alcohol on campus, and 30 points will be deducted for repeated offence.
(4) Intentionally damaging devices will lead to 50 points deduction per person each time.
(5) Anyone who changes dormitories without the approval of SIE,or squatters of other people’s dormitories will be deducted 30 points each time. 50 points will be deducted if the student refuses to implement the SIE's unified dormitory adjustment and does not change after criticism.
(6) Those who return to the dormitory after 23:00 without permission will be deducted 10 points each time; those who return late twice in a week will be deducted 30 points; those who stay out at night without permission will be deducted 30-50 points each time, and those who rent a room off campus without permission and stay out at night will be deducted 70 points.
三、奖励积分细则
1. 积极参加校内外实践活动或志愿活动等,根据活动级别、表现和影响,活动组织者奖励积分 3-5 分/次,活动参与者奖励积分 1-3 分/次;
2. 参与校内外各级各类培训、竞赛,奖励积分 3-5 分/次;
3. 担任学生会干部一学期以上,工作认真负责并取得一定工作成效,学生会部门成员奖励积分 10-15 分/人,学生会部门负责人及以上,奖励积分 15-20 分/人。担任学生会干部不满一学期或工作不负责任者,不予加分。
4. 获得院级以上荣誉者,奖励积分 5 分/次;获得校级以上荣誉者,分别奖励积分 5、10、15 分/次(三等奖、二等奖、一等奖);获得省级以上荣誉者,分别奖励积分 15、20、30 分/次(三等奖、二等奖、一等奖)。
5. 每月全勤者,每人奖励积分 5 分/次。
6. 在省级普通期刊、国内核心期刊、和国际高水平期刊上发表学术论文者,分别奖励积分 15 分、20 分、30 分/次。
7. 获批市厅级、市厅级重点、省部级及以上科研项目者,分别奖励积分 15 分、20 分、30 分/次。
III. Rules for Awarding Points
(1) Those who actively participate in practical activities or volunteer activities inside and outside the school, and according to the level, performance and impact of the activities, earn 3-5 points each time.
(2) Participating in relevant training and competitions at all levels, earning 3-5points each time.
(3) Students who have served as Student Council officers for more than one semester and have worked conscientiously, responsibly and achieved specific results will be awarded 10-15 points/person for members of Student Council departments, 15-20 points/person for heads of Student Council departments and above.Suppose you have been a student council officer for less than one semester or are not responsible for your work. In that case, no additional points will be awarded.
(4) Those who have received honors at the faculty level or above will earn 5 points/time; those who have received recognition at the school level or above will earn 5, 10, and 15 points/time, respectively (third class, second class, and first-class awards); those who have received honors at the provincial level or above will receive positive points of 15, 20 and 30 points/time respectively (third class, second class, and first-class awards).
(5) 5 bonus points per person/time for monthly attendance.
(6) Those who publish academic papers in provincial-level general journals, domestic core journals, and international journals will earn 15, 20, and 30 points/per time, respectively.
(7) Those approved for scientific research projects at the municipal and departmental levels, key municipal and departmental levels, and at the provincial and ministerial levels and above will be awarded 15, 20, and 30 points/time, respectively.
四、积分应用
1.处分及抵减
积分扣分累计至一定分值,给予相应的校级或院级处分。
(1)累计扣分至 70 分,给予警告处分;
(2)累计扣分至 50 分,给予严重警告处分;
(3)累计扣分至 30 分,给予记过处分;
(4)累计扣分至 10 分,给予留校察看处分;
(5)累计扣分至 0 分,给予退学或开除学籍处分。
反之,处分期内对错误有深刻认识且表现良好者,所获奖励积分可用于申请解除校级或院级处分。处分期满时,积分累计至 100 分及以上,可提出申请按相关规定予以解除相应处分。
2.推优依据
学生所获奖励积分可作为评定“留学江苏政府奖学金”、“淮阴工学院优秀来华留学生奖学金”、“国际教育学院优秀来华留学生奖学金”、“来华留学生优秀毕业生”等各级各类奖励的重要依据。
IV Application of Points
1. Discipline and Offsetting
Points deduction accumulated to a specific value will be given the corresponding school-level or faculty-level sanctions.
(1) A warning will be given if the accumulated points deduction reaches 70 points.
(2) A severe warning will be given if the accumulated points deduction reaches 50 points.
(3) A demerit record will be given if the accumulated points deduction reaches 30 points.
(4) A probation in school will be given if the accumulated points deduction reaches 10 points.
(5) Withdrawal or expulsion will be given if the accumulated points deduction reaches zero point.
On the other hand, those who have a deep understanding of their mistakes and have performed well during the disciplinary period may apply for the removal of the school or faculty level disciplinary action. At the end of the disciplinary period, if the number of points accumulated reaches 100 or above, an application may be made remove the corresponding disciplinary action by the relevant regulations.
2. Basis for recommendation
The award points obtained by students can be used as an important basis for evaluating various awards at all levels, such as "Jiangsu Government Scholarship for Study in China", "Huaiyin Institute of Technology Outstanding International Students Scholarship", "Outstanding International Students Scholarship of the Institute of International Education", "Outstanding Graduates of International Students in China" and so on.
五、附则
1.学生行为积分由班主任、辅导员进行认定,经学院学生工作负责人审核后计入学生的行为积分档案。
2.学生管理科每月对学生行为积分进行复核、公示。公示期内,学生可以核对本月的行为积分情况,同时学生之间也可以互相监督检查。对公示内容如有异议,可在公示期内向学生科或学院提出复核申请,并提供相应证明材料。
3.本办法以中文版本为准,英文版本仅供参考。
4.《淮阴工学院来华留学生积分管理办法(试行)》由国际教育学院制定,最终解释权归国际教育学院。
5.本《办法》未尽事宜,参照相关管理规定执行。后可由学生管理科提出奖惩细则,报学院研究同意后执行。
V Supplementary Articles
(1) Points are determined by head teachers and counselors and are entered into the student’s behavioral point’s file after review.
(2) The Student Management Section will monthly review and publicize student conduct points. Students can check their behavioral points for the month during the period of publication, and students can also monitor and check with each other.
Suppose you have any objections to the content of the public notice. In that case, you may apply for a review to the Student Management Section or SIE during the public notice period and provide the appropriate supporting documents.
(3) These regulations are subject to the Chinese version; the English version is only for reference.
(4) These regulations (for Trial Implementation) is formulated by the School of International Education. The final interpretation right belongs to the School of International Education.
(5) Matters not covered in these regulations shall be implemented regarding the relevant management regulations.
